Prakash Kasiraj, Ph.D.

Mr. Prakash Kasiraj is a technical and executive leader with 32 years of experience in the field of hard disk drive technologies and products.
From 1984 to 1990 as an IBM Research Staff Member, he invented and developed magnetic recording component test and failure analysis technologies for IBM.
From 1992 to 2005 as a Manager and later Senior Manager, led Research teams that developed new magnetic material and component recording head device technologies for IBM and Hitachi GST.
From 2006 to 2011 as a Director and later Senior Director, led Product Development and Program Management teams in the US and Japan that overcame numerous engineering hurdles to introduce new recording head component device technologies into high-volume, high yielding hard disk drive products for Hitachi GST and WDC.
From 2012 to 2016 as a Senior Director, led teams that developed novel and advanced magnetic recording media technologies for Hitachi GST and WDC.
During his 32-year career, the cost per data bit of digital storage was reduced by over one million-fold, in large part due to the rapid and successful commercialization of new magnetic recording component technologies by hard disk drive companies such as IBM, Hitachi and WDC.
He holds a Ph.D. degree in Applied Physics from California Institute of Technology, a M.S. degree in Applied Physics from California Institute of Technology, a B.S. degree in Physics from Texas A&M and is co-author of 16 technical papers, 15 published disclosures and 24 issued patents.
During his career at IBM, he received three IBM Outstanding Technical Achievement Awards and one IBM Corporate Award.

Steven J. DePalmer, Brigadier General, US Air Force (Retired)
General DePalmer provides subject matter expertise to select senior Air Force, Space Force, and DoD personnel on the command and control (C2) of air, space, and cyber forces. He also contributes to air and space domain projects for various defense entities and has extensive experience in interagency and international operations.
General DePalmer entered the Air Force in 1985 as a graduate of the U.S. Air Force Academy. He served in the Air Force for more than 29 years, holding command and operational assignments at all levels within the Air Force and Joint commands.
He was a command pilot with more than 3,100 flight hours, serving as an F-15C instructor pilot and weapons officer, and was a distinguished graduate of the U.S. Air Force Weapons School. He commanded the 494th Fighter Squadron, Royal Air Force Lakenheath, England; the 32nd Air Operations Group, Ramstein Air Base, Germany; and the 53rd Wing, Eglin Air Force Base, Florida.
Prior to his retirement he held the position of the Deputy Director, Joint Interagency Task Force South, Key West, Florida. He also served as Vice Commander, 14th Air Force, Vandenberg AFB, California and as the Deputy Commander and Chief of Staff of the NATO Joint Warfare Centre in Stavanger, Norway.
General DePalmer earned a B.S., in Electrical Engineering, from the U.S. Air Force Academy. He also earned a Master’s of Airpower Arts and Science degree from the School of Advanced Airpower Studies.
Forrest (Jack) Agee, Ph.D., Senior Executive Service, US Air Force (Retired)
Dr. Agee’s career spanned 39 years working in many fields for the Navy, Army, and Air Force. He also worked in industry and academia. His expertise includes physics - superconductivity, nuclear physics, acoustics, electrical engineering, electronic warfare, nuclear electromagnetic pulse, directed energy weapons, survivability of strategic command and control and communications. He is also experienced in transient radiation effects on electronics, pulsed power, above ground nuclear simulator testing, high power microwave sources, weapons, and effects on systems.
Lt. Col Agee retired from the Army in 1991 after 28 years as an intelligence officer. He taught classes and exercises at the Military Intelligence Officers Advanced Course at Ft Huachuca, AZ. His army career included active duty during the Vietnam War and many assignments in R&D including the Engineer R & D Laboratory, Edgewood Arsenal, Army Nuclear and Chemical Agency, and command of a reserve unit.
Dr. Agee worked for the Navy in submarine silencing in the 1960s at a laboratory in Annapolis. He then shifted to low temperature physics and cryogenic engineering at Ft. Belvoir, VA. In the 1970s, he worked on EMP tactical and strategic programs including the Safeguard ABM system. He was the Defense Nuclear Agency Technical Director for an EMP test at NAVCAMS EASTPAC. Dr. Agee was a Manager at BDM Corp. and worked on survivability for NATO C3 networks in Europe.
He was Director of the AURORA Flash X-Ray Facility at Harry Diamond Labs in the 1980s supporting the Reagan Defense build-up testing systems including Peacekeeper, Trident, GE Satellite, and many others. Dr. Agee led the team that created the first multi-gigawatt High Power Microwave source in the US. He developed the SHORTSTOP family of jammers that were used against proximity fused artillery and IEDs. He led directed energy weapons programs for the Army and Air Force, and was Director of Physics and Electronics at AFOSR until his retirement in 2006.
In 2006 Dr. Agee became the Director of the CONTACT Program at Rice University, leading a consortium of seven Texas universities pursuing research in nanotechnology for applications in aerospace.
In 2012 he became a consultant to universities and industry.
Dr. Agee earned his B.S. in physics from Clemson University, and MS and Ph.D. in physics from the University of Virginia. At Harvard, he took the Senior Managers in Government course at the Kennedy School of Government.
Deborah Harris, Process Engineering
Debbie provides expertise in building and leading cross-functional, geographically-distributed teams to achieve fundamental, enterprise-level improvements by aligning technical and procedural solutions to support business objectives. She focuses on translating cost and schedule drivers into technical solutions for enhanced performance which has led to extensive experience initiating and implementing sustained change in large organizations.
Her assignments in the Air Force included the Space Shuttle Program, where she was named in NASA’s top 1% on the manned space flight program; the Advanced Launch System, and the Brilliant Eyes satellite system where she led a team to publish the Air Force’s first Request for Proposal on CD-ROM.
After serving in the Air Force she served as Vice President at The Automation Group, developers and consultants for distributed databases, workflow automation and process re-engineering.
She was the Director of Engineering, 850th Electronic Systems Group, the Air Force’s technical and systems engineering authority for acquisition and sustainment of radar and electro-optical space surveillance, command and control, airspace management, and strategic planning systems. She was also the Director of Integration for the 554th Operations Support Systems Wing, Chief Engineer for the Air Force’s Global Combat Support System (GCSS-AF), and advised on supply chain, Enterprise Resource Planning systems and data cleansing, mining and visual presentation.
Prior to retiring from full-time employment, Debbie managed the MITRE Corporation’s Portfolio for Ground-Based Sensors and C2 Systems which provides support to the space surveillance, missile warning, and missile defense missions.
She continues to advocate for a broad range of technologies and processes to achieve Resilient, Affordable Space/Counterspace and to mentor mid-career leaders in management techniques and technical integration.
Debbie earned a B.S. in General Engineering from the U.S. Air Force Academy and an M.S. in Technology Management from Northrop University.
Scott Holswade consults with clients on strategic direction and execution of advanced product development programs. He retired from Sandia National Laboratories as Director of Advanced Systems and Transformation, with responsibility for design engineering and product management, advanced weapons systems, and system engineering. He was involved in the formulation of Sandia’s nuclear weapons strategy, development of advanced weapon architectures, and engineering excellence improvements.
Previously, Scott was Director of Weapon Stockpile Management, with responsibility for integrated stockpile evaluation, stockpile support and test, and system engineering for the New Mexico weapons stockpile. Prior to that, Scott was the Director of Sandia’s Space Mission Program, which delivered pathfinder flight and ground systems for challenging national security space missions. Other assignments include leading Sandia’s Synthetic Aperture Radar organization, which developed airborne and space borne systems for DOD and other national organizations. Additional work for Sandia’s nuclear weapons program included developing advanced technologies for firing systems, radar fuzing, and nuclear safety, including leading Arming and Fuzing Subsystem development for the W76-1 warhead. In the course of his technical work, Scott developed several related laser technologies, including sensors, material processing, and burn treatment.
Prior to Sandia, Scott served in the United States Air Force as an officer at the Air Force Technical Applications Center as well as the Air Force Weapons Laboratory, now part of the Air Force Research Laboratory. He received his B.S. in Physics from the U.S. Air Force Academy, and his M.S. in Electrical Engineering from the University of New Mexico. Scott is co-author of two books, holds three patents, and has published numerous journal articles.
Michael “Mike” B. Black, Chief Operating Officer, joined Concise Network Solutions (CNS) in October 2018. He directly supports the Chief Executive Officer in developing, executing, and managing CNS’s master business plan, with an emphasis on operations, strategies for new business and revenue performance. Mike is a senior Cyber/Information Technology leader with over 35 years of experience in communications, cyber operations, project/program management, organizational development, and leadership disciplines.
Prior to joining CNS, Mike served as the Chief Operating Officer and Chief Corporate Development Officer at JMA Solutions for two and half years, where he worked in concert with other senior executives to lead operations as well as the planning and execution of strategies to meet organizational objectives. Prior to joining JMA Solutions, Mike served as the Chief Operating Officer at Premier Management Corporation for four years, where he was directly responsible for day-to-day operations, all business units and the profit and loss of the company.
Prior to joining the private sector, Mike spent over 26 years in the United States Air Force holding various communications and leadership positions at many levels. He culminated his distinguished military career as a Colonel, Commander, White House Communications Agency, leading a 1200-person team of selectively manned military, Department of Defense (DoD) civilian and contract personnel to provide “no fail” telecommunications services for the President, Vice President, named successors, First Lady, Senior White House Staff, National Security Staff, United States Secret Service, and the White House Military Office.
Mike holds a Bachelor’s of Science Degree in Basic Science from the United States Air Force Academy, where he was a Distinguished Military Graduate. He holds a Master’s of Science Degree in National Resource Strategy, with an Information Operations Concentration, from the National Defense University, Industrial College of the Armed Forces; a Master’s Degree in Military Arts and Science from the Army Command & General Staff College; and a Master’s of Art Degree in Management from Webster University.
Mike is a published author, including writing several leadership articles for The New Face of Leadership Magazine as well the thesis “Coalition Command, Control, Communication, and Intelligence Systems Interoperability: A Necessity or Wishful Thinking?”
Mike is a 2011 inductee into the White House Communications Agency Hall of Fame.
Mike is the recipient of three 2020 Telly Awards (one Silver and two Bronze) honoring excellence in video and television for his Leadership Table Talk: Going Inside the White House Communications Agency (WHCA) interview.
Mike is married to the former Ms. Wilda Stewart of North Little Rock, Arkansas. They have three children; Jordan, Clinton, and Hannah.
